Policy Priorities

Treasurer Goldberg created a 2025-2026 legislative agenda that is forward-thinking and innovative. Her policy proposals, prepared and filed in collaboration with legislative partners, focus on promoting responsible gun policy, protecting and enhancing Massachusetts’ strong financial standing, addressing the long-term economic needs of working families and retirees, and advocating for equitable access to capital. Highlights from the policy agenda include:

Filed by Treasurer Goldberg, this legislation would expand the CORE Plan, a state-sponsored retirement plan for non-profit employees, to allow non-profits of all sizes to enroll. This was signed into law as part of the state's FY26 budget.

Expanding Retirement Savings Options for Non-Profit Employees 

Filed by Treasurer Goldberg, this legislation would require schools to incorporate financial education concepts into their coursework, giving students the knowledge and skills necessary to adapt to the challenges and opportunities of our economy.  This bill has been passed by the House.

Creating an Economy for All

This legislation would automatically enroll new state employees in the state’s SMART Plan, a retirement savings plan for public employees, giving them immediate access to retirement planning resources while still allowing the option to opt-out. 

Baby Bonds are government investments made on behalf of children from low-income households to support future wealth-building activities, such as buying a home, paying for college or career training, and building a business. 

From our Debt and Cash Management Divisions to our Pension Reserves Investment Management, Treasury works to protect and maximize taxpayer dollars.

Deborah B. Goldberg is the Massachusetts State Treasurer and Receiver General. In that role she is responsible for the state’s cash and debt management, unclaimed property, and chairs state boards and commissions, including the Massachusetts School Building Authority, the Pension Reserves Investment Management Board, the State Board of Retirement, Massachusetts State Lottery Commission, and the Massachusetts Clean Water Trust. In 2015, she established the Office of Economic Empowerment, the first of its kind in the country, and chairs its Economic Empowerment Trust Fund. Treasurer Goldberg is the former President of the National Association of State Treasurers and is the Chair of the National Institute of Public Finance.

As a former businesswoman and local elected leader, Treasurer Goldberg brings innovative leadership, disciplined fiscal management and an unwavering commitment to uphold economic stability and create opportunity for every Massachusetts resident.

Treasurer Goldberg served for six years on the Brookline Board of Selectmen, including two as its Chair. Prior to her career in public service, she worked in retail operations, buying, and consumer affairs at The Stop & Shop Companies, Inc.

An active and engaged volunteer, Treasurer Goldberg is the President Emeritus of Adoptions with Love, a member of the Greater Boston Food Bank Advisory Board, a founder of Berkshire Hills Music Academy – a school for individuals with intellectual disabilities – a trustee emeritus at Beth Israel Lahey Health, and a former Director at Affiliated Physicians Group / Beth Israel Deaconess HealthCare. Her philanthropic work includes associations with The Miriam Fund, the 100 Club, United Way, and the Combined Jewish Philanthropies.
